Tate White
W. Tate White has been working in project management for much of his 32 years with General Electric.   Tate started his career with GE as a Field Engineer out of GE’s New Orleans, La. office and is a graduate of Louisiana State University in Mechanical Engineering.

After working numerous projects as a field engineer, startup engineer, project engineer, and site manager, Tate came to understand the information-void that existed for project managers.  In the early 1980’s he began to devote his efforts towards improving the project management processes and tools necessary to provide information for management of projects.  He relocated to GE’s Atlanta, Georgia headquarters and has since managed the project control effort of over 1600 project at GE.  These projects cover a wide range of industries and types of projects across the globe including power generation, industrial, information systems, maintenance, refurbishments, upgrades, and new installations.

Tate now manages the project control function for GE’s new gasification business in Houston, Texas and is co-located in both Houston and Atlanta.  Tate came to the gasification business from GE’s Wind Energy business where he managed project controls for all Wind Energy projects across the globe.  He also managed project controls for all simple-cycle self-implement power plant projects managed out of the Norcross, GA office.

Tate was one of the founding members of GE’s Project Management Center of Excellence and has continued as the project controls subject matter expert and Project Management Leadership Program instructor for that organization for the last 4 years.  He was key to development of GE’s project management maturity assessment model and has conducted maturity assessments of many of GE’s project management organizations.  He is often sought for consultation by project organizations regarding project management processes, tools, and training.  He has authored and co-authored many articles for GE’s PM Insider, particularly on project scope, schedule, and cost and is an active member of the Project Management Institute.

Tom Strobel
Tom is the Manager of Major Projects for General Electric Energy focusing on large, complex Combined Cycle Power projects.  Fifteen (15) of his thirty- four (34) years of GE experience has been in the Project Management function; his background also includes experience in Technology, Contracts and Sourcing.

Tom has and continues to lead numerous Project Teams with Profit and Loss responsibility for Power Plants built in the Middle East, Europe, India and Asia. His responsibilities include all aspects of Project Management as well as organizational structure, staffing and development. Currently, one of his teams is leading a Multi-National Consortium to Engineer, Procure and Construct the worlds largest power and desalination plant.

He holds a Masters of Business Administration and co-developed the GE Energy Project Management Leadership Program where he continues as both an Instructor and Executive Sponsor.  Tom was also instrumental in the creation of GE Energy’s Project Management Center of Excellence and is an active member of its Steering Committee.

Lynne Rowlands
Lynne is the Region Manager for European Combined Cycle Projects for General Electric Energy.  She has been with General Electric for thirty three (33) years, twenty one (21) within the Project Management function.  In addition to an international assignment in Italy where she was responsible for integrating GE project management and project engineering functions into a new acquisition, she has also held a variety of roles in Project Engineering,
Manufacturing and Logistics.

Lynne has led and continues to lead multinational Project Teams with Profit and Loss responsibility for Power Plants built in Europe, and Latin and South America. Her responsibilities include all aspects of Project Management as well as organizational structure, the staffing and development of project teams, and the maturation assessment of GE’s consortium partners. Currently, two of her teams are leading turnkey projects in Russia, with all of the inherent challenges involved with working in a new market for GE.

Lynne holds degrees in Business Management and Electrical Engineering.  She co-developed the GE Energy Project Management Leadership Program where she continues as both an Instructor and Executive Sponsor.  Lynne was also instrumental in the creation of GE Energy’s Project Management Center of Excellence and is an active member of its Steering Committee.

Phil DiNovo
Philip DiNovo is the Director of Projects for GE Energy’s gasification business headquartered in Houston, Texas.  In his current role, Phil is responsible for all facets of project implementation and execution for GE gasification projects worldwide.

With more than thirty years of GE experience, Phil has held several key positions in gas turbine engineering before moving into the projects organization in 1981.  Since that time, Phil progressively increased his leadership roles through a project career path that has included Project Engineering, Proposal Management, Partner Management and Manager of the Projects Commercial team.  He has held global assignments in Hong Kong as Manager of Power Plant Projects — Asia and in Florence, Italy where he was the General Manager of Turbotecnica — a project management organization that built turnkey power projects throughout the Mediterranean region.

Upon return to the U.S., Phil’s role was expanded to cover the America’s extended scope power projects.  Located in Atlanta, Georgia, Phil and his team were responsible for projects in the U.S., Mexico and South America.

In 2004 Phil was asked to champion the formation of GE Energy’s Project Management Center Of Excellence (PM COE).  Under Phil’s leadership, the PM COE has developed processes and human resources focused on increasing GE organizational capabilities and driving project management excellence.

Phil DiNovo earned a Bachelors Degree in Civil Engineering from Union College located in Schenectady, New York.   He currently resides in Houston, Texas.
